[SoapRMI] ANN: XSOAP 1.2.20

hi,

new XSOAP 1.2.20 is available for download

with numerous changes to SOAP interoperability (special thanks to Mark 
Swanson for testing XSOAP with Java Web Start and reporting problems) 
and CoG/GSI security provider:

in SOAP handling: using official XML schemas namespace 2001 (instead of 
old 1999), better support for arrays, more adaptive approach to handling 
access controlled operations (getting properties, loading classes), 
changed BASE64 handler to use xsd:base64Binary instead of 
soapenc:base64, more robust parsing of faults

in CoG/GSI security provider: fixed problem with (Iaik)GSIBaseSocket 
that had no get/setSoTimeout (wrapped returned socket to set it 
correctly), changed cog_delegation to use unlimited proxy delegation and 
added cog_delegation_limited security provider for limited delegation, 
changed to use NoAuthorization instead of SelfAuthorization for 
CogServerSocketFactory.
