The "official" windows build requires a registration fee, so I used this build that is offered free.
 
I've had problems running software that was written for GNU before on our Windows XP image here at MCCSC that ran fine on Windows XP at home, so I'd not be surprised if it works fine everywhere else on Earth.

Odd - I've used it on windows without issue.  Where did you get xchat?
